Million-dollar infrastructure projects, the trust of your constituents and the continued autonomy of your council all rely on pin-sharp compliance. How’s your organisation doing with that? Article supplied for the cover of LG magazine issue April 2026
If you’re like many of New Zealand’s councils, you and your team still rely on spreadsheets and people’s memories to manage hundreds of consents, regulatory conditions, monitoring requirements, reporting obligations and operational compliance commitments.
Even if you’re using software, it’s likely relying on a less-than-ideal database, can’t connect to your other systems, or doesn’t do everything you need.
Some councils are even using custom-built software, which is nearly always clunky, buggy and unsupported. These approaches mean errors and oversight aren’t just probable – they’re inevitable.
With spreadsheets, it’s easy to be left with multiple – and conflicting – documents and processes fragmented across departments. Then, when key staff members leave, they take years of institutional knowledge with them.
All that is a problem for compliance managers. It’s even more serious for leadership, who have almost no way of understanding the true compliance position.
It’s hardly a surprise, then, that councils struggle to keep an eye on their own obligations, let alone the thousands they’ve set for their jurisdiction.
Compliance management designed around councils
For more than 20 years, the CS-VUE compliance management platform has supported government agencies and regulated organisations.
In fact, it was originally designed around the needs of a major NZ council, which needed help managing its large infrastructure and environmental programmes.
In two decades, the software functionality has expanded, but the relevance to local government has stayed the same. Unlike generic compliance tools, CS-VUE reflects the structure of resource consents, consent conditions, monitoring requirements and reporting expectations that you and your team face every day.
A comprehensive governance, risk and compliance system, CS-VUE is used by councils and government organisations across our country. It automates and simplifies the management of resource consent conditions, environmental monitoring requirements, legislative compliance and operational governance.
Here’s how it works.
One source of compliance truth
With a single, centralised platform, people at all levels of your organisation – and contractors – can track and manage everything from consent conditions to monitoring data.
It means that nothing sits in someone’s inbox or lives in a spreadsheet on a shared drive. Instead, staff and leadership can use real-time dashboards to instantly understand compliance status.
Integration and interoperability
Critical to the centralisation of data is CS-VUE’s easy integration with other systems. Local government organisations are connecting CS-VUE to existing software and data sensors – those recording data at water treatment plants or monitoring air quality, for example.
This moves the data out of siloed systems to give a holistic overview of the organisation’s compliance status, make reporting easier, and support better, faster decisions at a management level.
Always audit ready
With all your compliance data centrally stored and appropriately structured, audit-ready evidence is readily available.
And when auditors, regulators or elected members ask questions, you can answer right away – no scrambling to reconstruct reality or digging through old files.
Automated alerts mean nothing is missed
The system will automatically alert your teams about upcoming deadlines, thresholds and reporting requirements.
This means compliance doesn’t depend on individual memory or manual tracking – it’s embedded in your operating system.
Manage compliance over decades
In local government, you’re caretaking the health and well-being of environments, economies, communities and people – that means you deal in decades, not years. CS-VUE retains organisational knowledge even as staff move on, contractors change, and organisational structures evolve.
Secure and proven cloud architecture
CS-VUE’s highly secure software is available in two subscription tiers, allowing you to adopt the level of governance and security that suits your regulatory complexity. CS-VUE’s flexibility lets organisations set the level of functionality that best fits their size and requirements.
Both tiers are built on resilient cloud infrastructure, highly configurable to your operational needs and can integrate with existing systems – no need for the high risk of a bespoke build.
Case study: Auckland Council relies on CS-VUE
Twenty years ago, the Auckland Council wanted to take a more proactive approach to managing its environmental compliance, particularly in its stormwater.
The consultants engaged to support this transition also developed a software system to streamline the work of managing the council’s wide-ranging consents and obligations. That was the beginning of CS-VUE.
Now, as the council faces ever greater complexity, it continues to rely on CS-VUE to manage it. In fact, the council recently opted to expand its contract to include Auckland Transport. Ports of Auckland, another council-controlled organisation, also used the platform.
Our work with the council is ongoing, with a current focus on integrating CS-VUE with other council systems to improve data flow and further automate compliance tasks.
“We’re setting the benchmark, and [CS-VUE] is very much a part of that. It adds incredible data management because we were talking about legal activities here – potentially illegal activities if you’re not doing your job right.” – Former Senior Project Manager, Stormwater, Auckland Council.
Streamlining compliance for local government
More local, district and regional councils are turning to CS-VUE to improve their compliance and operate more efficiently. Just in the last 12 months, four local councils across the country have implemented CS-VUE, along with a regional council and smaller council-owned organisations.
If your compliance teams are still working out of siloed software, spreadsheets or unworkable custom software, now is the time to join the movement toward smarter, more efficient compliance.
Get in touch to see how CS-VUE could give you better control, more oversight and lower risk, all while minimising your administrative burden.
